In 1978, around the dinner
table, three Vancouverites discussed the need for a new way to prevent
elderly and disabled community members from ending up in a nursing home.
Leeanna Cahoon-Murray and her parents, Ester and Alan Ham first
brought the notion of agency home care to Southwest Washington.
Leeanna went to friends Jeri Deckard and Dan Murray, and a
non-profit agency was born.
CDM originally stood for the initials of the founding partners (Cahoon-Deckard-Murray).
In Early 1979, the newly
minted CDM Services responded to the first ever request for proposal for
agency in-home care through the Southwest Washington Agency on Aging.
Previously, all in-home care was done by family members serving
as Individual Providers (IP’s). This
new service allowed substitute workers, supervision of the workforce,
and care for clients who were not able to serve as the employer.
Respite services were born.
CDM was granted the right to serve Clark County and was referred
its first state-funded client soon after.
In 1979, the only funding for
agency home care services was through the federal Older Americans Act
and state Respite funding.
This all changed in 1983, with the introduction of Community Options
Program Entry System (COPES), the first “waiver” program where
nursing-home level clients could receive care at home.
This put Washington State far ahead the rest of the nation.
Medicaid Personal Care followed in 1989.
In 1994, CDM contracted to
provide service through Kaiser Permanente Expanded Care, a Medicare
demonstration program. This
marked the first time that CDM provided service in Oregon.
In 2002, CDM also received its first contract to provide a service other
than in-home care with the addition of Personal Response System units (Pers)
through Healthwatch.
In late 2004, CDM first
entered into a partnership between the Murray Home Care Foundation and
CDM Services, in consultation with Westby & Associates, to reach beyond
traditional in-home care services and solve an unmet need in the
community. The “Community
Partnership Initiative” was born.
In 2006, CDM responded to an
RFP to become the Home Care Referral Registry (HCRR), which
matches Independent Providers of home care to Medicaid clients who wish
to serve as the employer of the home care aide.
In March 2008, CDM opened a
new supportive service to keep people in their own homes: The CDM Adult
Day Services Center at 2409 Broadway Street, in Vancouver, WA.
CDM Services has always been
an innovator, from meeting the fledgling need for agency home care in
Southwest Washington, forming the Chore Coalition, fighting for
legislative changes such as health insurance, and training for
caregivers, expanding beyond agency
home care and, now, creating a community partnership model to meet the
increasingly complex needs of our areas most vulnerable citizens.
